Although there is a lot you can do with Wordpress, if you really want a professional, quality website then it won't do the job as well as a good web designer. Wordpress can do the basic's well but if you want more than that you have to pay for it. There's a lot of restrictions with WP.

Sorry, I don't really understand what you mean. But if you want to know what the time frames should be you need to work out how long you think a particular task should take depending on the amount of work needed and your other commitments. And always leave a little contingency time.

I think that sounds low. For a really professional job I think you're looking at more like $50. But then if it's something simple someone reletively inexperienced can do then maybe you can get it for $25.

I think photoshop is better for beginners but professionals really should be able to use both.
