depends on your skill level and what you know. you could always use a drag and drop tool like rvsite builder, wix and so on. You could also use adobe muse to build out a site design.

If you have photoshop skills then use that and then slice up the design and code it up.

and for the coding side... Brackets, TextWrangler, Coda, Aptana, Sublime Text... the list goes on and on... note pad, notepad++

Macromedia Flash, Macromedia Dreamweaver, Adobe Indesign, Adobe something, Visual Basic 2003, 2005, Microsoft Infopath, other unnamed animation software .Flash is the best program out there for web animation. Adobe Photoshop and Illustrator are used to make the graphics on the animations so you need to learn them as well, and that's it. Also I would recommend drawing a lot to get a good artistic sense, as well looking and studying animations on websites and commercials.
Where do you get this information from???? "Adobe something"... the heck is that???? "Flash is the best program for web animation"... no, how about javascript, jquery, and CSS3 and not have to rely on a 3rd party plugin to view content... Visual Basic 2003 and 2005... What era were you born in... Look... You obviously have no earthly idea what you are talking about & this is obviously not your profession.

I would say the best web designing tools are
For Static Websites - Notepad++, Eclipse, Photoshop, Dreamweaver etc
For Wordpress Websites - Elementor, Divi, Beaver Builder, Visual Composer, Photoshop etc
