The Google Keyword Tool is not very accurate. You can try the SEOBook tool. It's free and it offers data from multiple other locations (Yahoo / Wordtracker / Google) in the same time.

Google adwords is awesome for the price, Wordtracker is great too but costs quite a bit, you can always use the free trial of wordtracker if you really need it but I really find the google tool to be all I need.
