What knowledge would be required to build a website such as this one?

I'm just trying to gauge something here. I'm curious as to know what programming knowledge would be required (be it HTML, CSS, Javascript, PHP, etc) in order to construct a website such as this one.

Also, say one wants to attach a 'Staff' login page that links to a message board but requires the staff members to enter their unique passwords to access it. Would this require any additional plug-in or programming knowledge of any sort?

Joomla would work better than Wordpress for your staff login requirements. It's also a more flexible cms than Wordpress.

The great thing about wp or joomla is that there are many high quality ready made templates available that have all the scripting and coding built in. Just edit the graphics to make the template look unique.
