Using Photoshop to start design of site

I have been reading a lot that designers are coming up with the design of the site in photoshop, then splicing it and taking it to dreamweaver, or whatever editor they use.

How many people actually do that? I have never done that.

Most of the time, yes. My process:

0. Doodle framework with pencil

1. Get framework done in PS (just the positions of everything, usually using shades of grays for coloring at this point)

2. Decide color scheme and start filling in framework

3. Make site, splicing whatever's necessary as I go along. I try to see which aspects I'm willing to make entirely HTML/CSS based to speed loading times up

For many cool effects (e.g. gradient like this site's header) you'll need to do some splicing.
