user login with features, upload download etc

hi, im designing a site where users can share media. The idea is that they can login and upload/download media of there own material.

what i after is quite a powerful user login script which offers the following.
when a user logs in, they can

- browse and access other users contemt
- upload there own content
- preview other users content via a short (preview) audio stream

any ideas of a script which would offer this, im willing to pay i just dont have the experiance to code something this intense

The idea sounds similar to YouTube and other media sharing sites. I think most of them are running on PHP and MYSQL

The server is running PHP and MySQL. My problem is i need the script i cant code something this big
