How easy or difficult would it be to pixelate a picture, and have links pre-set to certain pixels or group of pixels

I am needing to do a website in the New Year for an unnamed project, and I am having to do something of this nature.

Is there some software that can acheive this?

My knowledge of web design is poor-average

It is called image mapping, and yes, you can do it pretty easy. just map out the section of the image, and set it as a hotspot with a link. Most html editors like FrontPage or Dreamweaver will do it easily for you.
