Server Uptime and Network Uptime Guarantee?

I'm looking into Server Uptime and Network Uptime Guarantee that Webhostgiant.com offer and the figures are correspondingly 99,9% and 99,99% http://www.webhostgiant.com/terms_of_use/index.html#n12a
Why is the difference so big?

I do, I always feel comfortable seeing on the host's website 99,9% I don't need 99,9999, thre "nines" are quite enough, 'cause you shouldn't go to extremes either. I like the way Marblehost.com states it at their uptime guarantee page

Uptime guarantee isn't something to believe in or not. These are figures stated in the TOS, and if this point of agreement is broken you can sue your host. I think one should be realistic and keep in mind that 100% uptime is a myth just because servers have to be rebooted. So 99.9% uptime that Solidhost.com offer look more enticing for me.
