What is the difference between "SEO Friendly Directories" as oppose to "non-SEO Friendly Directories"?

What is the difference between "SEO Friendly Directories" as oppose to "non-SEO Friendly Directories"?
I guess there are many factors, some of the things I look for is if the directory pages have static pages which have a google pagerank. Also you need to check whether the directory pages actually pass on google pagerank. You could check existing links in the directory and see if google recognises the inbound link from that directory.

To confirm this use 1)Google page rank 2) backward links.
But there seems to be a problem with an actual number of backlinks as Google knows more backlinks than he actually shows and takes into account.

one thing that helps a directory to be "More SEO Friendly" is the use of mod-rewrite. Take a look at my blog directory. You may notice that the page urls are "SEO Friendly". instead of a url ending with something like ?c=12.php It ends with actual descriptive text.
