Floating text, big rounded edges with shadow. Looks like something made in late 90's or early 2000.
Shadows aren't very well placed and It was hard to see (even harder to read) the actual logo of the site. Not very browsable and hard to focus.
Look around a bit on the different sites from web developers and I'll think you'll find some ideas on how to improve your layout.

I agree with Mezangath. Unreadable and so many things thrown together it is confusing to the eye. The notices are annoying; rolling text? The animation is annoying with no obvious purpose.
It feels like you are trying very hard to be clever and, though technically you may be, the overall effect is that you missed.
