There's a couple of things that make all the difference here...Title, Headings, Anchored Links and Keyword Density.
No.1 - Title: Start with the keyphrase your targeting the most, then second, third. Try not to target too many keywords. 2-3 per page is good.
No.2 - Headings: Make sure you use your keywords in your <H1>,<H2> heading tags.
No. 3 - Anchored Links: Try to include keywords in your anchored links and make sure those linked pages target the keywords the anchor say they contain.
No. 4 - Keyword Density: This is really important. You should have about 5-8% of your pages content containing your top keyword/keyphrase and make sure you also target 2 and 3 word combinations...
One last tip..try to include your keywords in your image and filenames and make sure you use your keywords in the <alt> tages
Once the Google results come in, keep adjusting..
