Please tell me what I am not seeing

With the exception of the top navigation and side navigation I just created this site from scratch. I created it for a variety of reasons but two were to sharpen my PHP, HTML & CSS coding skills. I think your sub menu will look cleaner without the padding/border and the nav doesn't really need the extra underline on hover.
And is there a reason you used the title attribute on some links?

choose your own link colour that fits in with the site (maybe green)

There is a lot of white, a simple background colour or image would help.
I agree that the header image is a bit dull, something brighter could help a lot.
Overall its looking good and flows nicely.

Indeed, it is somewhat depressing. With the color combo, I think you can work it out with other color!

I think you change its color seems to be dull and does not good to the eye. Try to make it active that may get the attention of the viewers of your site.
