Your site design looks nice and I rather like the logo.
Seems your starting price $999 is rather high, if that's US $. I would not call it "cheap". Many designers now are US $500 or less for 3 pages including a logo.
In my opinion, it makes sense to include suggesting/finding a suitable domain name, registering it, setting up the hosting account, and taking care of DNS change as part of the design service. You can either include first year charges in your bill, or ask the client for a credit card. How do other forum members handle this?
On your contact form, the gray labels on gray background are hard to read.
In your portfolio, I see use of "lorem ipsum" on three of the pages, so wonder if they're real.

Looks good, you should add your portfolio images to a lightbox so people can see the images up close

in the most basic of formatting and raw.
The lack of web related terms and content shows lack of credibility.
If you really have 4 years experience you need to make that show much more clearly though your work.
Also, if that is your actual portfolio visitors should be able to visit those sites and see your stamp on the bottom of them. Web design shoppers often do this.
