I am (a beginner at web design and) using Dreamweaver as my web tool. I'm using, I guess, a simple HTML lang... If I have a table of 3 X 3 with pics in them... how do I set it up so that people can click on one and open it in a picture viewer ?

You have a couple of options...

You can upload the pictures full size (i.e., 500 x 500) to your site but resize them for your 3x3 table in a small size (i.e., 150 x150) within the software so that when a visitor clicks on them they open in a browser window. This would result in the user having to click the window closed. You can manually make a photo gallery using dreamweaver or if you have Photoshop or Photoshop Elements you can create a web gallery.

u can make a hyperlink on the thumbnail to the full size image so it opens in a new browser window (just the picture)
