(noob) User database... (/noob)

Hi,

I am planning on making a website but it needs a user database. I want people to be able to create a username and after logging in be able to:

-upload files to their account
-modifying their uploaded content
-and I want to be able to see their uploaded content

Are there scripts like this I can download and use? How does this work?
