New to website design

ok how would i make a simple website,m for a friend with buttons about 4 or 5 pages etc background music what programs do i need to make it?

You don't need Flash. Just a HTML editor like Dreamweaver.
Either find free templates or just free button graphics (or make them yourself in an image editor).

If your brand new to web design then I would suggest using Dreamweaver's design view. This will let you move things around pretty easily. You want have as much flexibility as you would using pure code, but it's a start.
