Need Help With Embedded Html

Hey guys I am new to this matter. I need to do the following. I have been using frames for quite some time. However, I find that they are not so pratical after all. So I would like to do the following. I would like to embed an HTML frame in the ONE single frame. Here's an example of what I mean:

Here's how I would like it to look like on mine:

The green is where I would like to extend the design of the top to and the yellow is where I would like to embed the frame. Do any of you know how to achieve that in Dreamweaver?

Yeah that could be it. However, I don't know how to position the IFRAME. Yeas I basically want the frame to display itself in the area outlined by yellow.

I don't work with frames and haven't for a long time but now that it's clarified I'm sure somebody here will be knowledgable enough to tell you the easiest way to do that. I'd think it would need a <div> tag but as I said, I haven't been working with them.
