is CSS and html all I need to do this?

If I want to edit my myspace page WITHOUT using an editor, is CSS and HTML all I need (along with some graphics) to do something simple like this?:

Yes that's all you need, I'm not even sure if you can use HTML, it's mainly CSS. You need to find out all the style names. The best thing to do is to get an existing template and edit it.

I still don't get the whole big fuss about having a myspace page. They are very annoying whenever I go to one.

the thing about myspace is the page is either good or it isn't. The pages are much more customizable than pages on sites such as bebo or facebook. It requires some work to get a myspace to work properly - thats why a lot of them look terrible. Most people just want to be able to get a nice page without much fuss, thats why they choose bebo and facebook!
