If you could only pick one type of software to build sites, which would it be?

Photoshop?

I am thinking photoshop because you can build the site layout in Notepad but you need something for graphics.

Tell me what you think, any input would be greatly appreciated. Thank you.

for graphics in general, photoshop is a great tool. however, i don't consider it a web exclusive.

if you are looking into buying software, i would suggest jumping on the dreamweaver band wagon and using the gimp for graphics for the time being.
