Are you looking for web design or web programming?
For design itself, you should just try to find as many good looking websites on the net. Study them and see what makes them appeal to you. Eventually, you'll start developing your own style when you design sites. You may want to learn Adobe Photoshop so you can use it as a design tool.
In terms of Web Programming or developing the actual site, I guess the easiest way is to pick up any basic HTML/CSS book from the library. If you want to do hardcore programing, I would suggest learning PHP and mySQL.
