how to add html banner in all pages of my offline web pages at once

i have 1000 web pages ready to upload but now i want to edit & put a html banner on the top of every page any short method

I would suggest that to avoid this in the future that you convert the site over to one of the free CMS available on the Internet. Since, I'm not sure what functions you wish for the site to have then it would be best to look at Top Content Management Systems (CMS) and decided which one of those CMS fit your site the best.
