Can anyone tell me that how many target keywords should a site have?

make a list of all the popular key phrases and words you can think of. Plug them into google keyword tool, and use the results to narrow down the selection, analyze the trending of that selection and narrow it down again. I usually end up with around 10. There is no set number as long as you support your chosen keywords with quality content and proper optimization.

THe number of keywords depends from your niche. But more than 5-8 keys would be hard to promote...

I recommend that you put only 4 keywords in the tag. If you want to rank higher and faster, choose less competitive keywords.
