How is this website done?

I'd like to make a web page similar to these guys for my own artist site and need to know how this site is done so I can tell the right web designer in a way that makes sense.

it's essentially just a photo with links to their social media sites, but how was this page done and what type of web page is this? flash? I don't even know... Also,

how much would the cost range be to get something like this done myself? Basically a high quailty 1 page site?

It's better not to use flash since it's not supported by mobile devices and less SEO friendly. Beside that, it took more than 20 secs to load that mainpage for me, don't you think most of the people are gone by than?

yeah you're probably right people have short attention spans when it comes to sites loading.....so how can i accomplish something like this without using flash? I want something simple like a 1 pager, but with a cool little effect... check out this site it has kind of the same thing: an image, with an effect on it ---- http://www.locodice.com/

Honestly... those effects are crazy annoying to me. I imagine they could be achieved with some creative javascript though.

I would recommend Jquery over Flash. Their flickering BG is HORRIBLE to look at and is probably a turn off to many people. I would recommend something like this simple yet cool design and not as annoying as what you inquired about.

I wouldnt recommend flash as you cannot use it for mobile devices, but other than that your idea sums up and can work, just give your web designer your ideas and they will be able to put it all together.

you would be suprised at the animation capability of plain old CSS3, but the commenters are right, the effect on that page is annoying.
