I wanted to make an image hosting site like pixslam. Can anybody enlighten me on what all costs would be associated with it and what scripting expertise would be required?

You could get pre-made image uploading scripts. Try search google for them - I'd imagine that there are free ones available.

Other then that, you'd just need a webhosting plan and your set. To start, a budget hosting plan should be fine

I don't think free web hosing are the best choice to make. As far as I know, free hosting are very limited and can't give you what you need.
I suggest using paid web hosting and to be precise I suggest Yahoo domain with hosting. Through this you could get what you need and want.
    Yahoo domain is very affordable.

I agree you should use an image hosting script to start out with if you don't have much $ to put into it. There's plenty of image hosting web sites out there so you may find after awhile that you don't want to continue with such a site so purchasing a script will keep any losses that you might have quiet low

I want a script that doesn't eat too much of bandwidth and space because one which i am using takes a lot of space and bandwidth.

Tinker with it and learn some skills in the process. Is it PHP based?
