Trying to design a site like this one http://www.mansionmiami.com. Where if I where to click the about only the body changes everything else stays the same. Im use dreamweaver with a 1 column fixed with header and footer. Can someone tell me what it is called so I can research, and learn how to do it, or give me guidance? Relatively new to webdesign but have a strong IT background. Thanks

Yes, and this is the worse solution for a website. Flash is acceptable in small doses (galleries, logo effects, etc.) but do not develop the entire site in Flash. This was the fad in the late 90's...we are well beyond that now
jQuery / javascript is my preferred method. Javascript is more widely accepted than Flash and it does not require any plugins.

You could probably get something of the same effect with Jquery / Mootools Tabs Plugin. You should stay away from trying to build the site in flash.
