Good VPS mainly for testing apps?

I need good VPS mainly for testing apps that require stable performance.
Key specs I’m after: fast SSD/NVMe, at least 2 vCPU, and 4–8 GB RAM. Monthly budget is $30 Paypal or 30 USDT
