fixed width or percentage

With the fact that there are so many different sized monitors being used today. Is it better to create a web page using a fixed width like say 700px etc...etc..
or using, say 100%? I'm new to web design and I'm finding a lot of content displays differently on various monitors. I do know that in part is because of the browser. Such as the font, position of images, yadda, yadda, yadda. Can anyone help me understand? I appreciate all who take the time to read my post and thank you for your input. As I said I am new to web design and will probably have a lot more questions in the future. Thanks everyone.
