Editable fields in dreamweaver

Hi I am a relative newcomer to web design but have picked the basics up in Dreamweaver.

I work for a small local newspaper and we are trying to add a jobs section to the site.

What I want is for advertisers to post their jobs on our site. They then have to pay for them (this bit I know how to do as we are going to use paypal.) and then the information that they have typed in is then sent to us via email for me to manually add in dreamweaver.

Please help. How do I create fields for clients to type in and then send to our email.

You may also want to offer diffrent payment methods not all people are members on pay pay and its not good to force them to. you may lose customers this way!
