Draw buttons in Dreamweaver?

Is there a way I can treat dream weaver like flash in the sense that I can load or make my page in photoshop and then pull it into dreamweaver and make buttons for everything I want clicked.

I don't like that I have to draw div boxes and place my banners and other graphic designs in them. Do I have to get use to this or can I draw buttons on top of my photoshop files that i bring into dreamweaver?

Any help is appreciated.

The drreamweaver is confusing litttle. I think it needs some time to understand options.
