Design with fixed side menu

Hi,

how do I create at webdesign like this: http://conversations.nokia.com/2011/09/08/microsoft-apps-are-coming-to-symbian/

I have played around with div and css, but without any results because there are some problems with chrome and safari compiling of the code.

I know CSS very well, but I'm not an advanced user.

big divs on the left and right (or a more appropriate html5 block element like aside depending on the content of the block) would have

position: fixed;
top: /* px to position them */
left: /* px to position them */

Matthew called it, but I have to ask, why would you want to do that? It's hideous.
