Custom Cursor and Preloaders

Hi

I know you can create a custom cursor in Flash but can you create one also in dreamweaver? I ask because I thought maybe you could do it in dreamweaver and it would be accustomed to whole site where as in Flash I will have to go back through each page and edit the custom cursor in.

Along the same lines, can you create your preloader in dreamweaver?
