Create Sign Up, Login and Logout Database

Hi all,
I am a complete numbchucker when it comes to the technical side of database and web sites.
I have a web site Publish My World which i am attempting to create a sign up, login and logout system used with the links on the web site. Creating a form is not the problem, its creating a database which reads of the form. I am at a loss.
So if anyone else could help, it would be greatly appreciated.
