content management system?

I am getting ready to make a website for a friend of mine's bar. She wants to be able to upload new pictures weekly and to have a calendar of events that she can keep updated regularly by herself. Would this require me to use a content management system? and if so which is the best one to use?

There are many CMS out there on the web, I would like to recommend you fckeditor or joomla, they are very easy to handle and resourceful. Please check this CMS that we developed some days ago www.kindnessfactory.org

THANKS, so do you usually charge extra for setting up a CMS since the customer would be taking care of the updating and it sort of takes away from your work in the end?
