Browser Specific Pop Up

I would like some assistance in creating a pop-up on my site just when it's accessed through Internet Explorer (any version).

Can anybody help?

It is preferred to be an unblockable pop up, because it is crucial.

You can't make unblockable pop ups.

It is better to use popups like gmail.

because they are customizable and are not affected by any pop-up blocker
