I am not using it either for the most part. It is definately a excellent time to learn it so you have it mastered when it doesn't become standard.

I use the hell out of it. The trick is to build a site that will degrade well. Make it so the site looks good without it, then sprinkle a little CSS3 magic on top.

It also seems that you can't open an animated GIF to show the animated frames anymore you have to have the source PSD file. There are vast improvements in performance, from what I can tell. The software runs much faster during startup and editing, and the programs feel as though they integrate with each other far better than previous versions did.

ronald hit the nail on the head.
make it work and function in older browsers.
add the bells and whistles for the newer browsers.
if you cant be bothered to learn - or are waiting til things go your way - then you are a fool. how long has ie6 been hanging around? why stop at ie7, ie8 can barely deal with css3 either. and I seriously doubt that ie9 is that much better....
whilst xp is still going to be around for a long time, anyone using it cannot upgrade to ie9 so the best they'll ever have is ie8. so in essence you will be "waiting" until xp is no longer a viable OS. see you in ten years....
