Actually, as a result of some comments that we received, this is no longer a Contest. Instead, we've decided to break down our requirments into projects. And yes, any one can register from anywhere in the world.

WordPress Designers will be able to submit a quick "mockup" for us to approve before putting more work into the project. If a mockup is approved, the designer will be guaranteed payment.
