I'd have to agree. I'm not a big fan of fixed bars positioned at the top and bottom. Try one or the other and see what you think. I'm sort of inclined to agree on the logo. It reminds me of WordArt in Word. Try flashing it out a bit more and clean up the gradient.

My site Took away the drop shadow on links and changed the hover over color to a shade of orange. Minor change, but at least we now have some new color in there.
