its just simple open Mozilla Firefox and press Ctrl + shift+M. that's it now you see small window which means its should appear.like mobile screen and tab screen the screen should appear in mobile is like (min-width:220px-max-width:576px)at portrait and after 576px to 1350px for tab and computer. also you can check you site at some website also like The Viewport Emulator in which all mobile phones are available so just drag your address and check.

You only need to use code in CSS like 100% or code in percent instead of fixed size.

For example: width: 80% instead of width:1000px;

Hope you understand.

Hope you understand.
You obviously do not, as "Responsive Design" has moved on al LONG way since that was all what was required. Simply using a percentage based layout was well before ANY kind of 'mobile device' was in general use.

Creating multi-device experiences is not as hard as it might seem. In this guide, we will build a product landing page for the Mobile Web Development course that works well across different device types.

Building for multiple devices with differing capabilities, vastly different screen sizes and interaction methods can seem daunting, if not impossible to get started.

It is not as hard to build fully responsive sites as you think, and to show you, this guide takes you through the steps that you can use to get started. We have broken it into two simple steps:
  1. Defining the information architecture (commonly known as IA) and structure of the page,
  2. Adding design elements to make it responsive and look good across all devices.
