Doing both On-Page (title tags, meta tags, description, keywords, alt tags and heading tags) and Off-Page Optimization (article and directory submission, classified ads, blog commenting, forum posting, press release and social bookmarking and networking) is the best thing to do with regards to Search Engine Optimization (SEO).

After reading through the posts, no one mentioned contextual links, which are links place in a valid good article with a link back to the website. Matt Cutts explains this very well in one of his videos, and states that contextual links are the strongest links you can get to your website, where as you may have links in footers (weak) link exchange (weak), headers (weak), Directories, (weak) or forums (medium), Blog comments, in related sites (strong) and contextual links (the strongest). Those in parenthesis is the mentioned strength of the links

Perhaps the best SEO steps are the ones which can lead to gaining better ranks over the net through gathering stronger one-way links. Contents seem to be the key players these days, especially since the recent Google updates and websites which are powered by lots of unique and original content pages and at the same time having many one-way links, coming from quality sources and authority spots, tend to have great web rankings over the net, on search engines including Google and Bing.

After launching a new website, adding contents to its pages, with unique titles and descriptions, accompanied by using a few H tags and logical keyword density can be among on-page items to mention in here. Addition of links, coming from quality spots which are more or less relevant to the subjects and niches in which sites are functioning too can be among essential tips to name in here. A great mixture of contents as well as links would ultimately result in having fine ranks for keywords.

There's no best SEO steps,I would say that every steps has it's own role in SEO. Thus, doing it accordingly is all that matter!

Saying accessibility has nothing to do with seo, may not be entirely true. I am not sure what they are referring to by accessibility, but if your site takes forever to load a page, chances are it will not rank well in google. Also I think google has said that sites which are not mobile friendly will be adversely impacted in mobile search results.

Possibly only in results that are being presented to the user who is, at that moment in time using a 'mobile device' to search Google.

but if your site takes forever to load a page, chances are it will not rank well in google.
Personally I am still of the opinion that "page speed" is just a bit of Google propaganda put 'out there' to give the "experts" something to prattle on about. To be 'faster', there has to be something to be "faster than" .

And if your URLs DO 'take an age to load', then there is more to be concerned about than pointless 'rankings'.

Mobile search rankings matter, on my sites they make up more than 20% of all traffic and growinggrowing, google has been pushing the importance of optimising for mobile for a long time now.
As to page speed affecting rankings, this is an interesting article
https://moz.com/blog/how-website-speed-actually-impacts-search-ranking
I would not be concerned about page speed as it relates to rankings, but it is important for the end user experience. And rankings are far from pointless, for many sites they can be the difference between failure and success, I just think people go about it the wrong way sometimes.

I refuse to read any more of the pseudo scientific crap that the moz "experts" spew out, they invent things and then claim it as SEO. Rand Fishkin was quite a sensible guy, then he discovered how dressing drivel up as 'science' sold more "SEO toolkits", to numb-nuts to check their invented metrics. To be honest, if a 'Moz' "expert" told me it was raining, I would step outside just to make sure, or look down to see if he was pi$$ing on my shoes.

And rankings are far from pointless, for many sites they can be the difference between failure and success,
The biggest problem with search engines is that EVERYBODY expects results and then RELY on those results for the major part of their site traffic and/or income, and when those result disappear one day, because 'something changed' they ... ... are ... ... screwed .... .... well and truly. NOBODY and I do mean NOBODY should EVER rely on getting search traffic. If if comes along, then great, you have a bonus. If it doesn't, then there is no problem.

There are no steps in SEO! Just because some says do this, does not mean it will work. The whole point in creating a website is for your user, not the search engine. As Chris has mentioned what will you do if suddenly all your SEO tactics fail and you suddenly lose all your business.

SEO is a game, and one that you will not win. Nobody knows all the answers and take everything an expert says with a pinch of salt.

If you want to increase the website ranking in google follow the steps..
1.Forum posting
2.Blog commenting
3.Article sharing
4.PPT and PDF sharing
5.Press release Sharing

1. VERY WRONG!
2. VERY, VERY, VERY WRONG
3. USELESS!
4. Total Bollocks!! Nobody and I do mean NOBODY wants to wade through your crappy half-hour power-point presentation no matter how many "amusing pictures of cats" there are in it. Presentations are for boring your employees with not killing off your customers.
5. CRAP, press releases are for INFORMING people of something new or something potentially useful to them.

using press releases for 'links' is a bit like throwing confetti at a wedding, ... ... Lots of people will see it ... but only the poor bast**d that cleans it up will really notice it.

Using 1 or 2 WILL get your site URLs a manual penalty (a REAL penalty not the 'penalty' you just think your site has)

Making your potential customers watch a 'presentation or read a PDF before buying something WILL deal a fatal blow to your sales figures,

Robot.txt??????????

It is actually called robots.txt and must be named in all lowercase, though what it has to with 'rankings' is a mystery, as it's purpose is to STOP search engines from crawling individual URIs or areas of the website.

I think directory submission is no longer useful specially on free directory and If your site is listed with 100 urls then it will be a negative point.

Directory submission almost 99% of the time will get you penalized. This has been true for a number of years (like almost 7-8 years now). Why? Most directory sites have no relevance to any of the sites that are on it, it's just a bad way to get a link back to your site. A GOOD backlink is supposed to come from a reputable site, that is relevant to your site, has relevant information, and has authority in its niche. Directory sites, in my opinion are like the business card bucket in some local establishments... The sign on the bucket says once a month a lucky winner will get a free meal but after 3 months of that bucket being up there, the owner just takes the business cards and throws them out and nothing ever happens.

Naaah it won't get a site 'penalised', like most "link building" the worst case is your time is completely wasted as search engines pay absolutely no attention to just about every site that links can be placed without requiring some form of 'quality control' from the site where the links are. If initially your page DID get some minor 'benefit' from such links, it was NOT penalised, it simply means that the links were devalued after they had been 'inspected' by the search engine in question.
