Use this tool: http://www.webconfs.com/backlink-builder.php. This tools searches for websites of the theme you specify that contain keyphrases like "Add link", "Add site", "Add URL", "Add URL", "Submit URL", "Add Article" etc.

How about creating a resource page on your company site that links out to other businesses...then you might ask them to return the favor.

P.S. You need to be careful about the quality of the site linking to yours. If it is considered poor or questionable quality, it can hurt your site's page rank.
