What program to use?

Is there any website editor which is absolutely best to use?

I used notebook in the start, but now trying out Namo webeditor but have been experiencing some difficulties when using css.

I would recommend looking into WordPress. It is all browser based and has plugins for almost everything you can think of. Not to mention the 1,000's of free themes you can use to start with.
