Web templates

Does anyone know of a template for a website i am wanting to impliment where members or guests can upload images and leave comments? I simply dont have time to make one myself nor the 500 dollar budget. Simple can be the name of the game here as i just want to get this off the groumd.

There isn't a "template" that can do any of that kind of functionality. You need some form of backend system.
