Does anyone know of a web design company that will create a site that allows me to add photos and reports like so:

This is all done automatically when the photos and reports are uploaded. (Much quicker than changing the details yourself)

There are three or four good people (and I'm not one of 'em, as you can tell by my postings) on this forum that can and will help you because it's what they do for a living.

I strongly suggest that you check them out, first.

There are several freeware php based applications that will allow you to do that through memberships, etc. Do you already have a site?

Yes the site is already up and running. It just takes too long to update the main page after an event. Could you direct me to any applications that would help?

I's suggest Geeklog for starters and add what plug ins you need.
