stretching blocks

I need a little help getting my left and right blocks to stop stretching wth the rest of the page content. I think I am almost there, but I could use a hand.

you have to set them to percentages before they can stretch. if you have cell spacing and padding on as well, there might not be enough room for them stretch.

you put it where you define the table percentages.... blocks are tables within a table
