Specific SEO issue with my site...

I have one websites for my small business that used to rank quite well in google's organic results. It has since stopped appearing on the first page, and I can't seem to get it back up there. It seems as though google does not recognize the home page of that site anymore. (If I copy and paste a chunk of text from the homepage to google, google doesn't show my site in it's results)
I was therefore thinking of creating a new site with a new URL and new hosting.
But it will have basically the exact same content as the original site.

MY QUESTION IS:

Is it bad to leave the original site and then have a new site with the same content? (same company address, phone number, products, etc.)

Or should I remove the old site?

If I remove the old site, and begin building up the new site with the same content, will cashed versions of my old site cause google to view my site as having duplicate content?

How should I go about phasing out 1 site, and creating a new site with the same content?

What does the 301 redirect do? How do I go about doing that? My site is currently hosted with godaddy.com.
