Problem with professionally designed logo

Actually, the issue is probably with me (a web design newbie). I paid for professional logotype design. The designer sent me a bunch of file types(jpg, png, pdf, esp,tif) but they all seem to look crapy (very pixilated) when I insert them on my website. Also, the logo is HUGE (1083x511) and it doesn't look good when scaled down. Can someone tell me what I'm doing wrong? I have PSE 7.0, so I think I should be able to re-size properly? By the way, I'm trying not to go back to said designer for help for fear I will be charged more.

well, rookie mistake.
Looks like the rendering of the logo on my HTML editor(Expression Web) is different then actual. Logo looks fine.
