Newbie: offline software question

Currently I'm working on a project that I think would work better as a website. (My experience is limited to typepad.) I want to develop the site in Oct and Nov. Would only need to publish it Jan-March. The template site I'm working from used Wordpress but that requires immediate hosting.

My research has led me to believe that my options are Frontpage, Dreamweaver and Publisher. Other open sources I have found require immediate hosting. As it is not a long term project I'm admittedly cheap. Publisher does not have good reviews. Are there any suggestions?

publisher is NOT an option for HTML production - no matter what MS say

if you don't want to just hand code then have a look Kompozer (free) or expression web (not frontpage any more), or aptana

If you know how to hand code html try HTML Kit http://www.chami.com/html-kit/

if your using wordpress then you can install xampp on your pc and do an install of wordpress locally first to play with.
