Hello guys, I did little research on Link wheel and what i finally understood is its a tool which helps to build backlinks of websites.But they also mentioned that in this process we have to "invite the links of other websites". but i dint get What that exactly means, If anyone knows please let me know.

No it isn't. It is a way to build JUNK 'links' that WILL, if you are lucky, get you an "Unnatural links" warning from Google, but if you are unlucky will get your domain penalised by Google. (and it will be a REAL penalty not an imaginary one that most people think they have.

If you have already used it, REMOVE or 'disavow' those links as soon as possible.

Link wheel is a very effective seo technique.It can increases your search engine rankings,attracts lots of traffic to your site.

It is not an "SEO technique" it is a spamming "technique".
