its hard to tell if they are using black hat methods in their process, but if it was me, I would do the seo by hand instead

Anything that has to do with software and automated submission according to Google's guidelines is would be black hat. The decision is yours.

I think black hat.Only manual and have meanings of our links is white hat.

Any sort of bots that is going to do SEO in an automated way is always risky. It is hard to conclude under which SEO it falls onto. But it is always recommended you do things manually when it comes to SEO.
