Cache Problem?????

I'm currently building a site for my employer using HTML & PHP, the site also utilises frames. I'm testing the site locally, on my work computer the top (first frame) wont display unless I clear the cache (CTRL F5). This is happening in Firefox, Netscape & IE6. Have tried changing the settings so the browser looks for newer vesions of the page everytime but I'm still having problems. HTML validates fine. Any Ideas?

Since you said this was a work computer I'm gonna toss this out there...
if the computer is on a company network it may be caching internally. Unless your the SysAd you probably can't change that.
